A música foi lançada em 14 de outubro de 1971 como o último single do álbum What's Going On e foi co-escrita por Marvin Gaye e James Nyx Jr., com produção assinada pelo próprio Gaye.
O título da faixa foi inspirado em um manchetem do jornal Detroit Free Press sobre as condições das áreas urbanas, refletindo a preocupação nacional com o declínio cidades americanas na época.
Gravada em março de 1971 no Studio A de Hitsville USA, a canção contou com a percussão de influência latina de Eddie "Bongo" Brown e uma linha de baixo tocada por Bob Babbitt, ambos integrantes dos Funk Brothers.
A composição evoluiu de uma simples melodia blues para uma poderosa crítica social, incorporando temas sobre dificuldades econômicas, altos impostos e a crítica aos gastos do governo, contrastando exploração espacial com a ajuda às cidades.
Musicalmente, a faixa alcançou a nona posição na Billboard Hot 100 e liderou a parada de singles R&B por duas semanas, sendo parte do feito inédito de três singles do mesmo álbum entrarem no Top 10 Pop e três consecutivos alcançarem o primeiro lugar no R&B.
A versão do Dirty Dozen Brass Band em colaboração com Guru introduziu a música ao público do hip-hop, enquanto artistas como Sarah Vaughan, The Chi-Lites e Grover Washington Jr. também interpretaram a obra.
